LOCAL DEVELOPMENT PLAN presentation

General feeling was that preparation of a Local PLACE PLAN would be beneficial. Next steps CD / JD to note interest for funding before 22.04.2025. Reach out to members of wider community for a couple of non LCC members / regular attendees to form a community LOCAL PLACE PLAN group.

Erection of additional “telegraph poles”

Large telegraph poles appearing around Middlepenny Area. (photos from B Simpson attached)

Providing Fibre services to homes in the village

Question – what’s in the Langbank Plan regarding planning provision? There isn’t any provision within the LCC

Concerns that the wires coming from these poles to individual houses are impacting residents

Notices are attached to the poles where concerns can be registered, LCC FB will publish QR code

No continuity some provision to houses underground, some supplied via poles. Looks like if you had below ground telephone services previously then fibre installed below ground eg Middlepenny Road numbers 60 + , those with overhead into house, Fibre line installed overhead line eg rest of Middlepenny Road

Langbank April CC Report from Councillor James MacLaren

1. Roads

i) Pavement Parking: - Road markings are currently being applied for exempt roads, expect new lines on Middlepenny Rd shortly.

ii) Potholes: -

• OGR, Finlaystone Bridge: - I have reported potholes on OGR at the bridge and on the Inverclyde side. • Dennistoun Road: - I reported potholes next to the speed bumps and these appear to have been filled.

• Gallahill Rd: - Potholes have now been filled. The landowner will fix the drainage and blocked culvert.

iii) Flood Operational Plan: - I have asked for cameras to survey the culverts leading under Main Road and the dual carriageway to ensure they are clear.

iv) Capital Works Programme: - Roads (Surface Treatments): -

i) Finlaystone Road - Finlaystone Glen (Boundary) to Southern Boundary.

ii) Station Road - Douglas Avenue to C22 Old Greenock Rd.

iii) Cloak Rd - Bend at District Boundary to Finlaystone Rd.

Pavements: - Middlepenny Rd - From Bend to Main Road.

v) Broken sign, A8 Westferry: - I have requested the sign be replaced at the bottom of Hatton Brae.

vi) Village Traffic calming: - I have raised the matter at the ILE Board but suggest the CC also put in a request for traffic calming.

2. Trees, Road Sweeping, Refuse, Fly Tipping

i) Trees: - I have requested a replacement for a tree removed from Middlepenny Road last year. ii) Road Sweeping, Advance Notice: - I have asked that council provide dates and locations in advance of future road sweeping so that vehicles can be moved off the carriageway, where possible.

iii) Refuse: -

• Middlepenny Rd,: - Officers paid a visit to a property. The landlord is sorting the matter.

• Brown Bin Spills: - Replacement brushes/shovels have been ordered for all vehicles and are rolling out toolbox talks to the crews to ensure that they are either picking up any mess made by the refuse lorry, or arranging a cleansing crew to follow up where required.

• Garden Waste Permit: - To ensure that permits arrive in time for the start of the new service (1st May), residents should purchase their permit (£47) by 10 April 2025. Permits can be purchased at www.renfrewshire.gov.uk/garden-waste-collection .

• Missed Bin collections: - One assisted bin collection on Helenslee Rd was missed. This is an ongoing concern which I have chased up.

iv) Hatton Brae, Bollards: - The bollards are back in position and there is no sign of fly tipping.

  1. New Surface Water Flood Maps

SEPA have published a flood map which can be viewed at https://beta.sepa.scot/flooding/

They would be grateful for your observations. They have consulted on Potential Vulnerable Areas and are always keen to know about areas of flooding hotspots to add to their thinking.

  1. Streetlighting, Middlepenny Rd

A leylandii tree blew down in the recent storm and damaged a streetlight which has been cut to the stump. This column has been added to the replacement list.

5. SPT Draft Strathclyde Regional Bus Strategy

Several more people have asked for a bus service. It is important that residents comment on the strategy at https://www.spt.co.uk/about-us/what-we-are-doing/regional-transport-strategy/bus-strategy/ . The deadline for responding is 5pm Thursday 29 May 2025.

  1. Local Development Plan Consultation

Planning are preparing a new local development plan for Renfrewshire. The plan will set out a strategy, policy and proposals for the use of land and buildings in Renfrewshire up to 2038 and beyond. Planning are now consulting on the evidence gathered so far. The consultation runs until 30 April 2025.   2. Telephone Pole: - A tall telephone pole has been erected at the top of Middlepenny Rd. I have asked if this should be a matter for a planning application.

  1. CC Forum Potholes: - Main Road now has a number of potholes. I will request that these get filled and the road considered for next year’s resurfacing programme.

  2. Traffic Calming, Muga: - The Muga can be very busy with children and it was suggested that something should be done to warn drivers that children are about. I will ask for children crossing signs and speed humps either side of the facility.

  3. Street Sweeping: - Regarding giving advance notice, I will suggest that Roads posts on Facebook where they are intending to sweep next day.

  4. Village Hall: - The hall is looking for some chairs. I am aware of a couple of churches that may be able to assist and will ask them.

Officers have been contacting all Community Councils to try and encourage membership and attendance of the forum.
