  1. Acceptance of last meeting minutes

Proposed DL, Seconded CMcL

Matter arising from last meeting was for JD and DL to meet with representatives from Network Rail, RC and Storey to discuss concerns relating to closure of lower Station Rd.

Positive meeting with concerns taken on board and compromise of manned lights between 6am and 11pm in operation. There would be ongoing pedestrian access and primary school bus would pick up on Main Road.

Process, although not perfect as few issues, working reasonably well, Recent issue raised re pedestrian access, however this closure was due to significant safety concern.

Network Rail confirmed that it would be Scotrail that would be the DEFIB, since meeting NETWORK rail have contacted SCOTRAIL to see if they would consider locating one at the station,

RC suggested that they would consider a drop curb and possibly signage indicating footpath either side of the railway bridge.

  1. Police Report

Between 1st and 31st January 1 crime detected – possession of drugs offense.

Police have continued to carry out high visibility patrols in and around the local Langbank area and this will continue for the foreseeable future. Police have also been made aware of roadworks that are going to be taking place in the Langbank which may cause issues with diverted traffic. This information has been circulated for officers’ awareness should any issues arise as a result of this.

4. Village Groups Updates

Community Centre

IMcD – working on installation of big screen, quotes require asbesto assessment, coincidentally RC have conducted an asbestos report recently which IMcD will request copy for sharing with contractors.

JG – will submit LAP Grant application retrospectively for current year and another for coming year to cover cost of screen for hall.

Church redevelopment

Discussion with Houston kirk regarding the joining together of the congregations, Church moving forward with development of Langbank church,

JD has sent a letter of support for the proposed church development. Next session meeting 2nd March

5. Planning

Planning applications and issues

Local Place Plan

Carly and Jacqueline have met with ‘Place At the Table’ (PatT)to discuss the LPP. A rough draft plan was provided and PatT will now compile a draft plan ready for next consultation phases, which will involve another community

consultation, elected members and neighbouring CCs. An extension has been requested to allow proper time for consultation and final plan production.

IMcD supportive of highlighting the RC continued ownership of village hall.

6. Transport Concerns A8 roundabout

Another accident on roundabout, Eastbound

Speeding

Still an issue on Main Road and Houston Road, especially at West end of Main road

20mph obligatory in discussion for this year

RC Traffic calming team working in Bow, Bishopton and Inchinnan, should have been completed in this financial year running behind Langbank will be included in next group of villages assessed for traffic calming measures.

Public Transport

Follow up RC Forum – prior to March meeting present a structured case to put forward the need for a bus service

Destinations – Braehead, GP surgery, linking villages,

JOB – make a simple request for a service to call in a couple of times a day – previously wasn;’t supported

Mini bus service – Kilmacolm surgery, supermarket couple of times a week.

Deprived of “free bus service:” for bus pass holders the over 6os and Youth up to 24

Significant changes since previous service which stopped due to lack of use – we no longer have GP surgery, PO or shop were all in Langbank and there wasn’t the YOUNG SCOT travel concession

Suggestion that residents that don’t have the option to use the FREE BUS concession service are offered concession on train service as an alternative

Langbank February CC Report from Councillor James MacLaren

1. Roads i) Station Road closure: - I received a complaint about the underpass at the bridge being shut for pedestrians without any warning due to ongoing station works, and have sent in a complaint to Network Rail. ii) Capital Works programme: I requested the following be included in next year’s Road Resurfacing Programme: • Houston Rd B789: as it enters the village, the edge of the road needs built up to stop vehicles going into the ditch, extending previous work. • Houston Rd B789: repairing the edge of the road just west of Drums Cottage East. • Main Rd: full length. Centre of the road is breaking up, particularly between the roundabout and Station Rd. • Middlepenny Rd: from top of the road at junction with Middlepenny Place down to the end of the road at no 88. I requested the following be included in next year’s Pavement Resurfacing Programme: • Douglas Avenue. • Seath Avenue. iii) Various Flooding Issues: - Our engineer will be contacting a resident at the bottom of Houston Rd to address the ongoing flooding there. iv) Water on Road, Station Rd: - I have requested investigation of the water running through the wall and onto Station Rd just south of the railway bridge. v) A8 West Access: - Amey Inspected the West End junction from Main Rd and still don’t see an issue. When I used the on-slip, my view wasn’t obscured. There is no overgrown vegetation.

2. Refuse Collections/Litter, etc. i) Bin Collection Calendars: - From the website, residents can now: Download and print their own PDF calendar, Check their bin collection date, Download iCalendar reminders, or Sign up for email. Once residents access the website and type in their postcode, they will be taken through the process for selecting their preferred option. Households can still request a printed copy by using the online form via our website or contacting customer services by telephone (0300 300 0380). https://www.renfrewshire.gov.uk/bins-and-recycling/bin-collection/bin-collection-calendar/get-printed-bin-calendar ii) Dog fouling: - If this is a problem, wardens can attend and erect signage. I have some posters here tonight. iii) Roadside Litter, Houston Rd: - Neighbourhood Services intend to tackle this near the end of March when the weather gets a bit better. They will need to get a stop and go traffic management set up. iv) Missed Grey bins, Station Rd: - I chased this up and this has now been completed.

3. Local Partnership Grants Local organisations should consider if they want funding from the Local Partnership this year. The fund launched for applications on 29 January 2026 and will be open until midnight on Sunday 15 March 2026, with decisions due to be made by the Local Partnerships in May. 4. Invasive Weed Species Control For treating Himalayan Balsam on roadside areas, Council would need to consider available resources. If the service receives a report of invasive species the service will investigate and consider the most appropriate action based on risk, in terms of whether it is safe to treat, where it is

located and the level of risk if it was not to be treated, however they would NOT routinely treat invasive species on roadside verges.

 

5     Gleddoch Sewage

Officers attended and met with the General Manager for Gleddoch House and then visited the area around Station Road with the Maintenance Manager. At this time there was no evidence of sewage at Station Road or at any watercourse in the immediate vicinity. Gleddoch House have confirmed their septic tanks are cleared on a regular basis and they have installed grease traps within their drainage system to assist in preventing further pollution incidents.

 

6     Streetlights, Middlepenny Place Footpath

F3 Requires a new cable span installed underground as has lost supply from R4, so no supply.

This is with contractor just now to be replaced. Unfortunately, council cannot give a time line for completion but this was recently chased up with the contractor.

 

7 Middlepenny Road Planning Application

In response to your correspondence regarding compliance of condition 2 of planning permission 24/0463/PP for 4 Middlepenny Road (Formation of 4 flatted dwellings (in retrospect) at ground floor, formation of 2 flatted dwellings at lower ground floor and formation of parking to serve the flatted development), I can advise you that I have reviewed this and there is no breach of condition.  This is because condition 2 requires that the parking should be formed prior to the occupation of the first flat on the lower ground floor. I have spoken with the agent for this application and have been advised that there has been no occupation of the flats at lower ground floor as a building warrant has not yet been approved.

Feedback From Meeting

 

1.     Streetlights, Middlepenny Place Footpath: - F3 is now working.

2.     Local Place Plan: - A public consultation will take place in the village hall on 5th March from 12.30pm. ?

3.     Litter, Main Rd: - A litter bin was requested for the turning area at the west end of Main Rd.  I will request this.

4.     Helenslee Rd: - The road is in very poor condition despite being resurfaced in 2022.  I will ask Roads to look to see what should be done to fix this.
